Crewmen who man the tugs and barges of our rivers, the Gulf of Mexico and ocean waters are vital to the commerce of America; yet, with alarming frequency, these people get hurt through no fault of their own due to the negligence of a fellow crewmember or an unseaworthy condition such as an inadequate crew, or inadequate or malfunctioning equipment.
